Verbal Ability Preparation for GMAT

The water table in an arid region had dropped for years due mainly to the many farms that relied on water pumped from the underlying aquifer. Water conservation measures were taken five years ago when residents realized that soon no water would be available for human use. The water table has since stabilized, but has not significantly risen. Accordingly, in order to replenish the aquifer and return the water table to its normal level, new water conservation measures need to be taken.
The argument above would be most weakened if it were true that?

 
A reduced but stable aquifer is not a serious threat to human life or agricultural productivity.
Aquifers in arid regions replenish very slowly over centuries, if at all.
The growth of a major city in the region has meant that agricultural demands for water are now a smaller portion of the total demand.
It takes rainwater approximately one year to filter down to the aquifer and affect the level of the water table.
More drastic water conservation measures would cause great personal and economic hardships on the people of the region, leading some to leave it entirely.

The single greatest weakness of American parties is their inability to achieve cohesion in the legislature. Although there is some measure of party unity, it is not uncommon for the majority party to be unable to implement important legislation. The unity is strongest during election campaigns; after the primary elections, the losing candidates all promise their support to the party nominee. By the time the Congress convenes, the unity has dissipated. This phenomenon is attributable to the fragmented nature of party politics. The national committees are no more than feudal lords who receive nominal fealty from their vassals. A Congressman builds his own power on a local base. Consequently, a Congressman is likely to be responsive to local special interest groups. Evidence of this is seen in the differences in voting patterns between the upper and lower houses. In the Senate where terms are longer, there is more party unity.

Police statistics often show that those most likely to be robbed are those who have not recently been robbed and those most likely to have their homes burgled are those who have not recently suffered a burglary. A study of robberies and burglaries in a particular neighborhood since 1988 has greatly upset the residents of a certain apartment complex, as that complex is shown to have been virtually crime free since 1990, although the neighborhood itself is not very safe.
