SCO Summit Concludes with Adoption of Astana Declaration
The 24th summit of the Council of Heads of State of the Shanghai Cooperation Organization (SCO), held in Astana, Kazakhstan, concluded with the adoption of the Astana Declaration and the approval of 25 strategic documents.
The summit, titled 'Strengthening Multilateral Dialogue – Striving Towards a Sustainable Peace and Prosperity', brought together leaders from SCO member states to discuss key issues and chart the organisation's future course.
A historic milestone of the summit was the finalisation of procedures for admitting Belarus as a full member of the organisation, granting it the status of an SCO Member State. This expansion of the organisation's membership reflected its growing influence and reach.
The Astana Declaration underscored the SCO's role in bolstering global peace, security and stability.
China Leads Global GenAI Patents: U.N. Data
China dominates the global race in generative artificial intelligence patents, filing more than 38,000 patents from 2014 to 2023, a new United Nations report showed in July 2024.
That's six times more than those filed by U.S.-based inventors, according to the UN World Intellectual Property Organisation.
Generative AI is a type of artificial intelligence that allows users to generate content such as text, images, music, audio, and videos.
Geographically, China leads with 38,210 inventions, far surpassing the U.S. (6,276), Republic of Korea (4,155), Japan (3,409) and India (1,350).
Indiabulls Housing Finance Rebrands Itself, Name Changed to Sammaan Capital
Non-banking finance company Indiabulls Housing Finance Limited announced that it officially changed its name to 'Sammaan Capital Limited', following the receipt for Certificate of Incorporation issued by the Registrar of Companies (RoC), and Certificate of Registration (CoR) as an NBFC-ICC from the RBI.
The renaming and rebranding happened in the company's 25th year of operation. It originated in the year 2000 as 'Indiabulls Financial Services Limited'.
NABARD Partners with Online PSB Loans Ltd to Digitalise Jan Suraksha Schemes for Regional Rural Banks
National Bank for Agriculture and Rural Development (NABARD) and Online PSB Loans Limited signed an agreement to promote financial inclusion through regional rural banks.
The collaboration seeks to smoothen the process of enrolment and claim settlement under the Jan Suraksha Schemes for all 43 Regional Rural Banks (RRBs) onboarded on one platform through the JanSuraksha Portal.
This initiative represents a significant stride towards bridging the financial gap in rural areas and will further empower Regional Rural Banks to leverage digital solutions for seamless enrolment and efficient settlement of Jan Suraksha schemes.
RBI Appoints Smt. Charulatha S. Kar as New Executive Director
Reserve Bank of India (RBI) appointed Smt. Charulatha S. Kar as Executive Director (ED).
Before being promoted as ED, Smt. Kar was serving as Chief General Manager-in-Charge in the Human Resource Management Department.
Smt. Kar has experience of over three decades in the Reserve Bank having worked in areas of Payment and Settlement Systems, Information Technology, Government Banking, Internal accounts, and Human Resource Management. She has represented the Reserve Bank in several Working Groups of BIS and has served as a member of other internal and external Committees.
As Executive Director, Smt. Kar will look after the Department of Communication, Human Resource Management Department, and Right to Information (First Appellate Authority). Smt. Kar is a post-graduate in commerce from the University of Mumbai and Diploma in Treasury & Forex management. She is also a Certified Associate of IIBF.
Russia Approves 2033 Completion Plan for New Orbital Station
Russia approved the schedule for the creation of a Russian orbital station by 2033. The schedule includes the design and construction of the space modules, flight tests of a new-generation manned spaceship, the creation of launch vehicles and space infrastructure on Earth, and a timetable for the work of scientific institutes supporting the project.
The agency confirmed plans to launch an initial scientific and energy module in 2027. It said three more modules would be added by 2030 and a further two between 2031 and 2033. Russia has until now partnered with the United States and other countries on the International Space Station, one of the few areas where it still collaborates closely with the US given the dire state of relations since its invasion of Ukraine.
400 m Runner Deepanshi Fails Dope Test, Suspended by NADA
NADA suspended India's top woman 400 m runner Deepanshi for flunking her dope test during the recent National Inter-State Championships, where she won a silver medal.
Deepanshi had clocked a personal best time of 52.01 seconds and had finished second behind Kiran Pahal (50.92) in the women's 400 m final in Panchkula.
Hemant Soren Takes Oath as Chief Minister for Third Time
Jharkhand Mukti Morcha (JMM) leader Hemant Soren was sworn in as Jharkhand Chief Minister for the third term. He was administered the oath of office and secrecy by Governor C. P. Radhakrishnan at the Raj Bhavan in Ranchi.
Hemant Soren was arrested by the Enforcement Directorate (ED) on January 31, 2024, however before his arrest, he resigned from the post of Chief Minister and Champai Soren, close to the JMM family, was made the Chief Minister.
Govt. Forms 8 Cabinet Committees; Security, Appointments Panels Remain Unchanged
The Union government constituted eight Cabinet committees, with the Cabinet Committee on Economic Affairs (CCEA) getting three new faces and the two most powerful panels — the Appointments Committee of the Cabinet (ACC) and Cabinet Committee on Security (CCS) — remaining unchanged.
Home Minister Amit Shah is the sole Cabinet member to feature on all these panels.
The three new faces in the CCEA are Agriculture Minister Shivraj Singh Chouhan, Heavy Industries Minister H. D. Kumaraswamy, and Fisheries, Animal Husbandry and Dairying Minister Rajiv Ranjan 'Lalan' Singh.
The eight Cabinet Committees are the CCEA, ACC, CCS, Cabinet Committee on Accommodation, Cabinet Committee on Parliamentary Affairs, Cabinet Committee on Political Affairs, Cabinet Committee on Investment and Growth, and Cabinet Committee on Skill, Employment and Livelihood.
Prime Minister Narendra Modi heads six committees but is not part of two — Cabinet Committee on Accommodation and Cabinet Committee on Parliamentary Affairs.
Senior (IIS) Officer Dhirendra Ojha Appointed as Director General of PIB
Senior Indian Information Service (IIS) officer Dhirendra Ojha was appointed as Director General of Press Information Bureau (PIB). Ojha replaced Sheyphali Sharan, who was appointed as the Director General of the Publications Division.

Based in National Media Centre, New Delhi, Press Information Bureau disseminates information to print, electronic and web media on government plans, policies, programme initiatives and achievements.
MoU Signed to Set up 3 Testing Facilities in Chennai under Defence Testing Infra Scheme
The Ministry of Defence signed an MoU to establish three state-of-the-art testing facilities in Chennai for the Tamil Nadu Defence Industrial Corridor, one each in unmanned aerial system, electronic warfare and electro-optics domains. The memorandum of understanding (MoU), under the Defence Testing Infrastructure Scheme (DTIS), was exchanged between senior officials of the ministry and Tamil Nadu Industrial Development Corporation Limited in the presence of Defence Secretary Giridhar Aramane in New Delhi.
With an outlay of Rs. 400 crore, the DTIS was launched by Defence Minister Rajnath Singh in May 2020 to set up state-of-the-art testing facilities in collaboration with private industry and central or state government, promoting indigenous defence production, reducing military equipment imports and enhancing self-reliance.

Sopna Kallingal of Kallingal Plantation, Thrissur, Kerala received Spice Award 2024, instituted by ICAR-Indian Institute of Spices Research. The Centre extended the Smart Cities Mission (SCM) under the Union Urban Development Ministry till March 31, 2025.
Under the SCM, launched in June 2015, 100 cities were chosen through a competition to be developed as smart cities. The mission envisions developing areas within selected cities in the country as model areas based on an area development plan, which is expected to have a rub-off effect on other parts of the city and nearby cities and towns.
The mission has an allocated budget of Rs. 48,000 crore for the 100 cities. As on date, Rs. 46,585 crore or 97% of the allocated budget has been released. Out of these funds released to the cities, 93% have been utilised as on date.
This extension was informed to the cities that it would be without any additional cost, beyond the already approved financial allocation under the mission. All ongoing projects are now expected to be completed before March 31, 2025.
IIT Madras Collaborates with Industry Partners to Offer Employability Focused Courses on Swayam Plus
The Indian Institute of Technology, Madras (IIT Madras) partnered with multiple industries to offer employability-focused programmes on Swayam Plus. As many as 24 MoUs with leading industry partners across multiple sectors were signed to offer skill and employability-focused online courses and internships.
This takes Swayam Plus's total industry partners to 36. The MoUs cover a range of fields, including information technology, social sciences, banking and finance, soft skills, music, management, food science, Indian knowledge systems, and internships ensuring comprehensive coverage of skill development across areas crucial for future employability.
Swayam Plus, an initiative by the Ministry of Education and IIT Madras, was launched by Dharmendra Pradhan, Education Minister.

The Central government notified the appointment of Madhya Pradesh High Court judge Justice Sheel Nagu as the Chief Justice of Punjab and Haryana High Court.
The development came more than six months after the Supreme Court Collegium recommended Justice Nagu's appointment as the Chief Justice of Punjab and Haryana High Court.
Justice Nagu was serving as the Acting Chief Justice of the Madhya Pradesh High Court after Chief Justice Ravi Malimath demitted the office on May 24, 2024.
