ADB to Provide 338m for Vaccine Production in Bangladesh
Asian Development Bank (ADB) agreed to provide $338 million to Bangladesh for manufacturing vaccines against various diseases.
As per ADB Country Director Edimon Ginting, this initiative was taken to help Bangladesh reduce the dependency on vaccine imports and facilitate more production in the country.
Bangladesh will not be able to buy cheap vaccines after transitioning from LDC. For this reason, it is necessary to increase the capacity of vaccine production in the country from now, he added.
Mumbai Ranks 19th in Knight Frank's Global Prime Residential Index
London-based property consultant, Knight Frank, has ranked Mumbai in the 19th position, Bengaluru in the 22nd position, and New Delhi in the 25th position in the Global Prime Residential Index.
With an annual percentage change of six per cent, Mumbai significantly moved up 76 places to secure the 19th position on Knight Frank's Global Residential Cities Index Q2 2023, from 95th place in Q2 2022. Mumbai is the highest-ranking Indian city in terms of percentage increase on the global index. The city witnessed residential price appreciation of six per cent YoY in Q2 2023.
The Turkish capital Ankara led Knight Frank's Global Residential Cities Index Q2 2023 with the highest growth rate of 105.9 per cent, followed by Istanbul at 85.1 per cent. Stockholm ranked the lowest in terms of price appreciation (-14.3.0%) on the Global Residential Cities Index.
Dubai Soars as World's Fastest-Recovering Services Hub in 2023
Dubai, a global economic powerhouse, proved its mettle as the world's fastest-recovering destination in the services sector, marking an impressive growth rate of 3.2% in the first half of 2023. This achievement underpinned Dubai's standing as a leading city that defies economic challenges, driven by visionary leadership. His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council of Dubai, lauded this achievement and emphasised that Dubai's rapid economic expansion is aligned with the goals of the Dubai Economic Agenda D33. A key goal of the Dubai Economic Agenda (D33) is to double the size of Dubai's economy over the next decade and to consolidate its position among the top three global cities.
Dubai's success story in the first half of 2023 is marked by significant growth in key sectors, including transportation, wholesale and retail trade, financial and insurance, accommodation and food services, real estate, information and communication, and manufacturing. These sectors collectively contributed to about 93.9% of growth, with the transportation and storage sector leading with an astonishing 10.5% growth.
Government Launches Tradable Green Credit Program to Promote Eco-Friendly Actions
The government initiated a novel program that allows individuals and entities to earn and trade green credits, which are units of incentives for environmentally beneficial actions. This program aims to encourage positive environmental contributions through market-based incentives.
The program is introduced at the national level, promoting a competitive market-based approach for green credits to incentivize environmental actions. It is a voluntary initiative stemming from the 'LiFE' (Lifestyle for Environment) campaign.
Activities covered under the Green Credit program are Tree Plantation, Water Management, Sustainable Agriculture, Waste Management, Air Pollution Reduction, Mangrove Conservation and Restoration.
To earn green credits, individuals or entities need to register their environmental activities electronically through a dedicated website. These activities will be verified by a designated agency, and upon verification, the Administrator will grant a certificate of green credit.
The Green Credit program is independent of the Carbon Credit Trading Scheme, 2023, established under the Energy Conservation Act, 2001. Environmental activities that generate green credits may also have climate co-benefits, such as reducing carbon emissions, and can potentially earn carbon credits under the Carbon Credit Trading Scheme.

Mphasis Acquires Salesforce Service Partner Silverline
Mphasis, the India-based information technology (IT) solutions provider, acquired Silverline, a New York-based digital transformation consultancy and Salesforce service partner, for $132.5 million. Silverline will give Mphasis expertise in Salesforce and industries that include financial services, retail, healthcare, life sciences and media and entertainment.
The Silverline acquisition is part of Mphasis's plan to prepare for the future applied technology and predict trends. Silverline, which was established in 2009, has more than 400 specialists around the world.
RBI Slaps Monetary Penalties on RBL Bank, Union Bank, and Bajaj Finance
The Reserve Bank of India (RBI) imposed monetary penalties on RBL Bank, Union Bank, and Bajaj Finance due to violation of certain norms.
RBL Bank was fined Rs. 64,00,000 for its failure to obtain an annual declaration in Form B from one of its major shareholders within the stipulated time frame of one month after the close of the financial years ending on March 31, 2018, March 31, 2019, and March 31, 2020.
Union Bank of India has incurred a penalty of Rs. 1 crore for its failure to comply with specific directions.
A penalty worth Rs. 8,50,000 was imposed on Bajaj Finance. The penalty was levied due to the company's non-compliance with the 'Monitoring of Frauds in NBFCs Directions, 2016,' a set of guidelines issued by the RBI.

One of the key infrastructure projects which received a push from Prime Minister Narendra Modi, the 1,337-kilometre (km) Eastern Dedicated Freight Corridor (EDFC) from Punjab to Bihar, achieved completion ahead of the Lok Sabha elections. The project is now ready for commissioning, and operations on the full corridor are likely to begin on November 1, according to Dedicated Freight Corridor Corporation of India (DFCC) Managing Director R. K. Jain.
Thermal power plants in Uttar Pradesh, Punjab, Haryana, and partly Rajasthan will benefit from the corridor as it will cater largely to coal traffic.
Coastal Security Exercise 'Sagar Kavach' Held in Andhra, TN, Puducherry
A two-day comprehensive Coastal Security Exercise 'Sagar Kavach' involving all maritime security agencies was conducted by the Indian Navy in Andhra Pradesh, Tamil Nadu and Puducherry.
The exercise was executed under the aegis of the Flag Officer Commanding-in-Chief Eastern Naval Command, FOCINC (East) who also exercises the authority of Commander-in-Chief, Coastal Defence (East).
About 2,500 personnel from the Indian Navy, Coast Guard, State and the union territory administration, Marine Police, fisheries, customs, intelligence agencies, lighthouses, ports, and forest were engaged in the exercise.
The exercise aimed to assess the efficacy and robustness of the coastal security mechanism while dealing with "asymmetric threat" emanating from the sea.

The Siachen Glacier, known as the world's highest battlefield, witnessed a groundbreaking development with the installation of a mobile tower. The Fire and Fury Corps of the Indian Army, in collaboration with Bharat Sanchar Nigam Limited (BSNL), achieved this remarkable feat, bringing enhanced mobile communication to soldiers deployed at elevations exceeding 15,500 feet.
This is the first-ever BSNL Base Transceiver Station (BTS) at forward posts in the Siachen Glacier region.
Former Chief Election Commissioner Manohar Singh Gill Passes Away
Former Chief Election Commissioner and ex-Rajya Sabha MP from Punjab Manohar Singh Gill passed away at the age of 87.
A former Indian Administrative Services (IAS) officer, Gill served as Chief Election Commissioner from 1996 to 2001. He joined the Congress in 2004 and represented Punjab in the Rajya Sabha from 2004 to 2016, during which he held positions as youth affairs and sports minister and minister of statistics and programme implementation.
Gill was a prolific writer and scholar, known for his sharp intellect. He penned books such as "Himalayan Wonder: Travels in Lahaul and Spiti", and "An Indian Success Story". His work "Agriculture Cooperatives: A Case Study of Punjab" is among his best-known work on Punjab and farm issues in India.
Awarded the Padma Vibhushan for his tenure as Election Commissioner, his major achievement was introducing electronic voting machines in India, an idea that largely helped curb polling malpractices in the country. He was also awarded the Nishan-e-Khalsa on the 300th anniversary of the Khalsa.
Veteran journalist K. S. Sachidananda Murthy, who had served as the former Delhi Resident Editor of The Week magazine and Malayala Manorama daily, died. He was 668 years old.
He was popularly known as 'Sachi' among friends and in the media fraternity.
Murthy had joined The Week in November 1982 as its Bangalore correspondent and stayed with the Malayala Manorama group until his retirement in September 2022.
In February 1989, he became the magazine's special correspondent in Bangalore, and moved to Delhi in April 1990 as the chief of the national capital bureau. In April 2000, he was appointed resident editor.
Murthy was a recipient of the Durlabh Singh Media Award and the Karnataka Media Academy Award for lifetime contribution to journalism at the national level, among others.

Nagaland's First Medical College Inaugurated By Union Health Minister
Union Health Minister Mansukh L. Mandaviya along with Chief Minister Neiphiu Rio officially inaugurated Nagaland's first medical college, the Nagaland Institute of Medical Sciences and Research (NIMSR) at Phreibagei in Kohima.
Despite being the second oldest state in the Northeast after Assam, Nagaland has been the only state in the region without a medical college.
Mandaviya expressed happiness that Nagaland finally has its own medical college, not only for the purpose of medical education but also as a research centre to address health issues in the region.
NLU Delhi Launches Joint Masters in IP Law and Management; Signs Tripartite MoU
The National Law University (NLU), Delhi announced the signing of the tripartite MoU between National Law University Delhi with the World Intellectual Property Organisation (WIPO) and Office of Controller General of Patents Designs and Trade Marks (CGPDTM -Indian IP Office), Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India for launching the Joint Masters/LLM in IP Law and Management from August 2024.
The one-year global programme will be offered in dual track (i.e. law and non-law background) to students from India, South Asia and to other foreign nationals.
This MoU was signed by Vice Chancellor Prof (Dr) G. S. Manipur High Court Gets First Judge from ST Community
The Central government notified the appointment of judicial officer Golmei Gaiphulshillu Kabui as judge of the Manipur High Court.
Kabui is the first woman from scheduled tribe community to serve as a judge in the Manipur High Court.
The Supreme Court collegium had in January 2023 recommended the names of judicial officers Aribam Guneshwar Sharma and Kabui for elevation as judges of the Manipur High Court.
The High Court has sanctioned strength of 5 judges and is currently (as in October 2023) functioning with 3 judges.
Central Government Clears Appointment of Two Lawyers as Additional Judges of Madras High Court
The Central government notified the appointment of two advocates as additional judges of the Madras High Court.
The two advocates are N. Senthilkumar and G. Arul Murugan.
In a notification issued, the government said that Senthilkumar and Murugan were appointed as additional judges for a period of two years.
The two names were first recommended for elevation by the Madras High Court Collegium on August 3, 2022. In July 2023, the Supreme Court Collegium passed a resolution saying that the State government as well as the Governor had agreed to their elevation.
