ADB Provides USD 230 Million for Flood Rehabilitation in Bangladesh
The Asian Development Bank (ADB) provided a loan of USD 230 million to Bangladesh to help the rehabilitation and reconstruction efforts in the north-eastern part of the country affected by devastating floods in May–June 2022. The agreement between ADB and the government of Bangladesh was signed in Dhaka.
Record rainfall in north-eastern Bangladesh in May–June 2022 caused massive flooding, especially in the low-lying Haor region, affecting 7.2 million people.
The assistance under the Flood Reconstruction Emergency Assistance Project will help in the reconstruction, improvement of resilience, and economic recovery of north-eastern districts of Brahmanbaria, Habiganj, Kishoreganj, Moulvibazar, Mymensingh, Netrokona, Sherpur, Sunamganj, and Sylhet.
WTO Rules India Violated Global Trade Rules in IT Dispute
The World Trade Organization (WTO) found that India breached global trading regulations in a dispute over import duties on IT products with the European Union (EU), Japan, and Taiwan. The WTO panel's report recommended that India should modify the measures to conform with its obligations. The dispute began in 2019 when the EU objected to India's introduction of import duties of between 7.5% and 20% on various IT products, including mobile phones, integrated circuits, and components, stating that the tariffs exceeded the maximum rate. Japan and Taiwan also lodged similar complaints that year.
The EU is India's third-largest trading partner, and its exports worth up to 600 million euros ($654.66 million) are directly affected by India's tariffs on an annual basis.
The ruling has significant implications for India's IT industry, which is a vital sector of the country's economy. It remains to be seen whether India will accept the panel's decision and bring its import duties into line with global trading rules or challenge the ruling.
World's Richest City Has Over 3 Lakh Millionaires
According to global wealth tracker Henley & Partners, New York took the crown of being the world's richest city, yet again, with the most millionaires in 2023, according to The report - World's Wealthiest Cities Report 2023. The city has 3,40,000 millionaires.
The city is followed by Tokyo and San Francisco Bay Area with resident millionaire populations of 290,300 and 285,000, respectively.
The report - World's Wealthiest Cities Report 2023 - covered 97 cities across nine regions worldwide (Africa, Australasia, CIS, East Asia, Europe, the Middle East, North America, South Asia, and Southeast Asia) and included most of the world's top wealth hubs.
The US dominated the list with four of its cities - New York, The Bay Area, Los Angeles and Chicago - making it to the list. China has two of its cities (Beijing and Shanghai) in the list.
Kerala Adopts Water Budget to Tackle Summer Water Shortage
Kerala became the first state to adopt a water budget in a bid to come up with a solution to water scarcity in certain regions there. The first phase of the project would cover 94 gram panchayats and 15 block panchayats.
The Public Water Budget was released by Chief Minister Pinarayi Vijayan, along with the launch of the third phase of the Ini Njan Ozhukatte (Let me flow now) project, for the rehabilitation of irrigation networks in the Western Ghats. The idea of a water budget was first mooted by the state in 2019. The current Budget was prepared based on the availability and consumption of water in the state.
The budget gives data about the availability of water at a particular place and its consumption based on the population in the region. The move is intended to create awareness among people regarding the proper use of water, avoiding its wastage. The budget was prepared by the Centre for Water Resource Development Management and the state water department.
CBIC Likely to Introduce New System of Publishing Daily Currency Exchange Rates
The Central Board of Indirect Taxes and Customs (CBIC) is reportedly set to replace the existing fortnightly notification system for currency exchange rates with a daily publishing system on the integrated customs portal. The move is expected to capture daily fluctuations in exchange rates, enabling importers and exporters to calculate customs duties with greater precision.
The current system requires the CBIC to manually notify exchange rates of 22 currencies every fortnight, based on rates from the State Bank of India. The exchange rate data will now be automatically forwarded by SBI to ICEGATE, adjusted to the nearest five paise, and integrated with the Indian Customs EDI System before being published on the ICEGATE portal by 6:00 pm each day.
This new daily publishing system is expected to provide greater accuracy, time efficiency, and a contingency plan in case of technical snags. Experts believe the change will help prevent incorrect customs duties calculations, while giving importers and exporters a more informed understanding of their transactions.

Essar Oil Appoints Corporate Governance Expert Tony Fountain to Board
Essar Oil (UK) appointed Tony Fountain, managing partner at Essar Energy Transition (EET), as a non-executive board director.
Fountain's appointment came at a time as Essar works on its investment plan to become a low-carbon refinery. Tony's appointment will support EET's ambition to lead the UK's energy transition and invest $3.6 billion in developing low-carbon energy transition projects in the next five years. Of these investments, $2.4 billion will be at the Essar site in Ellesmere Port, between Liverpool and Manchester.

World Surfing League Event to be Held in India for 1st Time
In a big boost to the Olympic sport in India, the country is gearing up to host its first-ever World Surf League (WSL) event at the UNESCO Heritage Town of Mamallapuram (around 50 km from the capital city Chennai) in Tamil Nadu.
As per Arun Vasu, President of the Surfing Federation of India, the surfing competition which is scheduled between August 14-20 is expected to attract almost 100 surfers from across 14 nations and a dozen surfers from across India. The upcoming event is titled 'International Surf Open - Tamil Nadu' and is expected to expose foreign surfers to the sport in Indian waters, popularise the niche sport in India and offer a huge platform for the country's emerging surfing talent.

Vice Admiral Swaminathan New Controller of Personnel Services

As per reports, Swaminathan, who was commissioned into the Indian Navy on July 1, 1987, is a specialist in Communication and Electronic Warfare.

IAF to Get First C-295 Plane in September
Spain will deliver the first military transport aircraft C-295 to the IAF in September.
The first lot of IAF pilots will commence training in May at an Airbus facility in Seville, Spain.
The MoD had, in 2021, signed a contract with Airbus for 56 aircraft at a cost of Rs. 21,000 crore.
Airbus will deliver 16 planes in a flyaway condition within 48 months of signing of the contract.
The remaining 40 aircraft will be manufactured in India by Airbus-Tata consortium.
All 56 aircraft will be installed with indigenous electronic warfare suite.

Raj Subramaniam Honoured with Pravasi Bharatiya Samman
Raj Subramaniam, the CEO of FedEx, a renowned global transportation company, and an Indian-American, was honoured with the distinguished Pravasi Bharatiya Samman award. This award is the highest civilian recognition bestowed by India upon individuals of Indian descent and Indian diaspora. Due to travel restrictions, Subramaniam, aged 55, received the award from Taranjit Singh Sandhu, India's Ambassador to the US, at a ceremony held at India House instead of receiving it in India earlier this year (2023).
The Pravasi Bharatiya Samman is an award presented by the Government of India to individuals of Indian origin and diaspora who have made significant contributions in their respective fields and have enhanced India's image in the international community. The award was instituted in 2003 to coincide with the Pravasi Bharatiya Divas (Non-Resident Indian Day) celebrations. Recipients of this award are chosen based on their achievements in various fields, including science, business, arts, and philanthropy, among others. It is considered the highest civilian award given by India to individuals of Indian origin residing outside the country.
DoPT Approves Conducting SSC MTS, CHSL Exams in 13 Regional Languages
The Department of Personnel and Training (DoPT) approved conducting the Staff Selection Commission Multitasking (non-technical) Staff (SSC MTS) examination 2022, and the Combined Higher Secondary Level Exam (CHSLE), 2022, in 13 regional languages in addition to Hindi and English. The announcement was made by Union Minister Jitendra Singh.
From now on, the question papers for these exams will be set in 13 regional languages. The exams will be available in Assamese, Bengali, Gujarati, Marathi, Malayalam, Kannada, Tamil, Telugu, Odia, Urdu, Punjabi, Manipuri (also Meiti), and Konkani. This is in addition to English and Hindi, which are already in place.
The decision is expected to support millions of candidates and enable them to take exams in their mother tongues or regional languages. This may improve their chances of being selected.

UGC Bars Narsee Monjee Institute of Management Studies from Offering Distance Learning, Online Courses
The UGC barred noted business school Narsee Monjee Institute of Management Studies (NMIMS) from offering distance learning and online programmes due to gross violation of norms.
The University Grants Commission (UGC) also cautioned potential students against taking admission in any course offered by the institute.
Established in 1981, the institute was accorded university status in 2003.
"Narsee Monjee Institute of Management Studies (NMIMS), Maharashtra did not adhered to the UGC regulations and is in gross violations with regard to functioning of the Centre for Internal Quality Assurance (CIQA), quality of Self Learning Material and e-Learning Material (e-LM), nomenclature of Centre for Distance and Online Learning," UGC secretary Manish Joshi said.

Supreme Court Recommends 6 Names as Permanent Judges Of Punjab And Haryana High Court
The Supreme Court collegium recommended the names of six additional judges of the Punjab and Haryana High Court for appointment as permanent judges.
The collegium headed by Chief Justice of India D.Y. Chandrachud took the decision for recommending the additional judges of the High Court for permanent judgeship.
The additional judges are Justices Vikas Bahl, Vikas Suri, Sandeep Moudgil, Vinod Sharma (Bhardwaj), Pankaj Jain and Jasjit Singh Bedi.
The collegium, which also includes Justices Sanjay Kishan Kaul and KM Joseph, said that since the current two-year term of one of the additional judges is due to expire on May 24, the recommendation may be processed expeditiously by the Centre.
The collegium of Punjab and Haryana High Court had in December 2022 unanimously recommended that the additional judges be appointed as permanent judges of that High Court.
Justice Chauhan Appointed Acting Chief Justice of Himachal HC
Justice Tarlok Singh Chauhan was appointed as the acting Chief Justice of the Himachal Pradesh High Court as the incumbent acting Chief Justice demited office.
Justice Sabina was appointed as the acting Chief Justice of the Himachal Pradesh High Court in January.
In February, the Supreme Court Collegium had recommended that she be appointed as the Chief Justice of the Himachal Pradesh High Court.
Apparently, her appointment did not come through as Justice Chauhan was made acting Chief Justice of that High Court.
Chauhan enrolled as an advocate with the Bar Council of Himachal Pradesh in 1989 and joined the chamber of Lala Chhabil Dass and practised in all branches of law.
