Exit Polls Indicate No Clear Winner in Israeli Elections
Israeli parliamentary elections resulted in a virtual deadlock for a fourth time in the past two years, exit polls indicated, leaving Prime Minister Benjamin Netanyahu with an uncertain future and the country facing the prospect of continued political gridlock.
The exit polls indicated that both Netanyahu and his religious and nationalist allies, along with an anti-Netanyahu group of parties, both fell short of the parliamentary majority required to form a new government. That raised the possibility of an unprecedented fifth consecutive election later this year.
The election was seen as a referendum on Netanyahu's polarizing leadership style, and the initial results showed that the country remains as deeply divided as ever, with an array of small sectarian parties dominating the parliament.
The results also signaled a continuing shift of the Israeli electorate toward the right wing, which supports West Bank settlements and opposes concessions in peace talks with the Palestinians. That trend was highlighted by the strong showing of an ultranationalist anti-Arab religious party.
Libya's Rebel Administration Hands over Power
The rebel administration in eastern Libya has officially handed power to the country's new interim government, based in Tripoli.
A handover ceremony took place in Libya's second city, Benghazi, headquarters until now of the eastern administration.
A new Government of National Unity, led by Prime Minister Abdul Hamid Dbeibah and backed by the UN, was sworn in last week in Tripoli to replace the two rival administrations which have been fighting for control of Libya.
In France, President Emmanuel Macron announced that Paris will reopen its embassy in Tripoli next week, which was closed in 2014, as violence spread in the country.
Libya has been beset by violence since forces backed by NATO overthrew its leader, Muammar Gaddafi, in 2011.
UNHRC Adopts Resolution against Sri Lanka's Human Rights Record
India abstained from a crucial vote on Sri Lanka's rights record at the United Nations Human Rights Council in Geneva.
The resolution on 'Promoting reconciliation, accountability and human rights in Sri Lanka' was, however, adopted after 22 states of the 47-member Council voted in its favour.
Sri Lanka, which had earlier deemed the resolution "politically motivated", was quick to reject the UN move to collect and preserve evidence of war crimes in the country, committed by the armed forces and the LTTE.
Glenmark Becomes First Domestic Drug Firm to Get COVID Credit Line from IFC
International Finance Corporation (IFC) said that Glenmark Pharmaceuticals has become the first domestic drugmaker to get a USD 40-million (about Rs. 290 crore) credit-line from its USD 8-billion fast-track COVID-19 facility.
The loan to Glenmark will help it increase the availability of affordable, quality medicines in the country as well in other countries, including treatment for the pandemic.
The World Bank Group lender said the USD 40 million-loan is under its USD 8-billion fast-track COVID-19 facility and will help the Mumbai-based company boost its generic drug production capacity in general and respiratory drugs in particular.
IFC's partnership with Glenmark began way back in 2016, supporting its expansion and growing its research and development capacities.
Govt. to Sell Stake in Rail Vikas Nigam
The government will sell up to 15 cent stake in Rail Vikas NIgam through an offer for sale (OFS). The offer to sell the government's 10 per cent stake would open for institutional investors, with a green shoe option to sell an additional 5 per cent stake in the public sector undertaking.
The floor price for the sale has been fixed at Rs. 27.50/ share.
Sale of 15 per cent stake would fetch the government about Rs. 860 crore.
RBI Defers Limits on Non-centrally Cleared Derivative Exposures for Banks
The Reserve Bank deferred applicability of limits on non-centrally cleared derivatives exposures for banks till September-end.
The central bank announced the changes in a notification to banks as part of the large exposures framework.
Meanwhile, the RBI also amended its master directions on know your customer (KYC) guidelines for banks, dealing with the procedure on implementation of Section 51(A) of the Unlawful Activities Prevention Act (UAPA).
Russia has successfully launched 38 foreign satellites for the 18 countries into orbit after the successful launch from Baikonur cosmodrome in Kazakhstan. Though, the launch was delayed due to the technical issues.
These satellites were successfully placed into orbit from the countries including Japan, South Korea, Saudi Arabia, Canada, Italy, Germany and Brazil. Among the 38 satellites, one was Challenge-1, which is the first satellite indigenously made in Tunisia. It was created by Telnet Telecommunications Group.

It also lagged behind the international competitors because of several by corruption scandals and the technological stagnation. Arindam Bagchi, an officer of the 1995 batch of the Indian Foreign Service (IFS), has assumed charge as the new spokesperson of the Ministry of External Affairs (MEA). He replaced Anurag Srivastava, an officer of the 1999 batch of IFS.
Before this, Bagchi was serving as the joint secretary (north) at the MEA headquarters. He was an Indian Foreign Service (IFS) officer from the 1995 batch. In past, he has served as India's ambassador to Croatia from November 2018 to June 2020. He was also India's deputy high commissioner to Sri Lanka.
CJI Bobde Recommends Justice NV Ramana as his Successor
Chief Justice of India (CJI) SA Bobde sent a letter to the government recommending the appointment of Supreme Court Judge Justice NV Ramana as the next CJI and handed over a copy of the recommendation to Justice Ramana.
CJI SA Bobde is due to retire on April 23.
The development comes after the Centre asked the CJI to recommend his successor with a little less than a month before his retirement.
Law Minister Ravi Shankar Prasad will put the CJI's recommendation before PM Modi, who will advice the President in the matter of appointment.
Justice NV Ramana is the senior-most judge in the top court after Chief Justice Bobde and has a tenure till August 26, 2022. He is scheduled to take over charge as the 48th CJI on April 24.
IAI Completes Test of New Defense Missile with 150 km Range
The Israel Aerospace Industries successfully completed live fire trials of a new long range defense missile.
The Barak extended range interceptor can take out airborne threats at a range of 150 kilometers (93 miles).
The missile, part of the firm's family of Barak interceptors, is launched vertically and includes a rocket motor, a booster, and a radar homing seeker. The range was extended by adjusting other interceptor missiles and radar capabilities.
The Barak system provides an integrated defense against an array of potential simultaneous aerial threats fired from different sources and ranges.
Wadia group scion Jeh Wadia stepped down as Managing Director of GoAir.
The airline appointed Ben Baldanza, former CEO of Spirit Airlines, its vice-chairman.
Wadia will, however, continue on the airline's board.
GoAir is planning an initial public offering (IPO) and said the steps are part of its efforts to strengthen the management of the company by bringing on board proven industry professionals, a strategy that has worked well for the Wadia group in its other ventures, including Britannia.
Baldanza, who has been part of the airline's board since 2018, is famous for reducing operating cost of Spirit Airlines and has worked at American Airlines, Northwest Airlines, Continental Airlines among others.

World Tuberculosis Day

Australian Authors Dominate Walter Scott Book Prize Shortlist
Australian authors make up the majority of contenders for the Walter Scott Prize for historical fiction.
Steven Conte, Kate Grenville and Pip Williams occupy three of the five potential winners' spots on the shortlist for the £25,000 award.
Maggie O'Farrell and Hilary Mantel are the other contenders.
The winner - usually announced at the Borders Book Festival in Melrose - will be announced online in June as that event has moved to a later date.
The shortlisted titles are: The Tolstoy Estate by Steven Conte, A Room Made of Leaves by Kate Grenville, The Mirror and the Light by Hilary Mantel, Hamnet by Maggie O'Farrell and The Dictionary of Lost Words by Pip Williams.
A statement from the judges said that it was the first time Australian writers had made up the majority of their shortlist.
Certificate Programme on Business Model Innovation by IIT-Hyderabad
The Indian Institute of Technology (IIT-Hyderabad) launched a certificate programme on business model innovation. The programme in collaboration with Business Design Lab targets business leaders, entrepreneurs, intrapreneurs senior design and strategy professionals.
IIT-Hyderabad in its statement mentioned, "Businesses, whether big or small, must pivot their business models and strategies to stay relevant in the market. With unprecedented challenges emerging every day, strong leadership skills, a humane approach to building superior business models is imperative."
The course is specially curated focusing on the market needs. Through the programme, the candidates can identify opportunities and design real-time experiments for discovering market needs and validate their riskiest assumptions, as per IIT-Hyderabad.
Delhi: 100 Schools of Specialised Excellence Get Govt. Nod
The Delhi Cabinet has cleared a proposal to set up 100 schools of "specialised excellence", which are to be modelled for the needs of "gifted students". The proposal for these schools was announced by Deputy CM Manish Sisodia in his budget speech. Currently, there are five Schools of Excellence run by the government. These are the most resource-rich amongst its schools, with the best teachers and infrastructure.
The proposed schools of specialised excellence are to cover grades 9-12, and four domains of specialisation — Science, Technology, Engineering and Mathematics (STEM), Performing and Visual Arts, Humanities and "high-end 21st century skills". "The idea is that children with interest and ability will be filtered towards specialisation in these areas. These schools are to not just focus on rote learning but on innovation and exploration," said a government representative.
A 3,000-year-old ceremonial gold mask has become an unexpected social media sensation in China after its recent discovery in Sichuan province.
The artefact was one of 500 Bronze-Age relics found at the Sanxingdui archaeological site.
Experts say the discovery could provide new insights on the ancient Shu state, which ruled the area before 316 BC.
But the mysterious half-faced mask has also spawned a popular meme and tribute videos on social media.
As soon as the latest batch of discoveries was announced on Saturday, users of microblogging platform Weibo started making pictures superimposing the mask on the faces of pop culture figures.
