Fourth Straight Election Win for Mark Rutte's Conservatives

  • The process of forming a new Dutch governing coalition began, a day after Prime Minister Mark Rutte's conservative party powered to a fourth consecutive victory in a vote held during a nationwide lockdown and dominated by the COVID-19 pandemic.
  • The feat put Rutte in position to lead coalition talks, most likely with another big winner — the centrist, pro-European D66 party led by former diplomat Sigrid Kaag, who danced on a table Wednesday night when an exit poll showed her party capturing one of its biggest-ever victories.
  • However, those two parties will likely need at least two more partners to form a majority coalition. According to the national news agency ANP, based on 88% of votes counted, Rutte's party, known by its Dutch acronym VVD, won 35 of the 150 seats in the lower house of parliament while D66 garnered 24.

Turkey Leaves Istanbul Convention

  • Turkey has left the Istanbul Convention, a Council of Europe treaty intended to prevent violence and domestic abuse against women, according to a decree published on Saturday in the Official Gazette.
  • The discussion on the treaty, signed by 45 countries and the European Union in 2011 in Istanbul, divided the ruling AK Parti and the country last year as conservatives argue it is undermining traditional values and family structure.
  • Protesters took to the streets across the country to demonstrate that the pact should be bolstered by legislative changes and need to be implemented strictly.

SC Approves SBI MF Plan for Franklin Templeton Schemes

  • The Supreme Court accepted the standard operating procedure (SOP) prepared by SBI Funds Management (SBI MF) to monetise assets and distribute the proceeds to unit holders of the six debt schemes of Franklin Templeton (FT) Mutual Fund. The SOP was prepared in consultation with FT Mutual Fund and market regulator SEBI.
  • The six shuttered schemes have already distributed Rs. 9,122 crore to investors and have accrued another Rs. 1,370 crore in cash earlier this month. The six schemes were frozen by the FT Mutual Fund in April 2020.

Uttarakhand Govt. to Allow Completion of 7 Hydel Projects

  • The Centre has decided to allow the completion of seven under-construction hydropower projects in Uttarakhand, a top official in the environment ministry said, indicating the government's desire to push ahead with these projects despite opposition from activists and local residents, which has resurfaced again in recent weeks following the February 7 flash flood on the Rishi Ganga that claimed at least 72 lives and damaged two projects.
  • The decision has been taken by the ministries of environment, power and Jal Shakti, and will be communicated to the Supreme Court, which is hearing a matter on hydropower projects.

Bankers, Financial Institutions to Take around 95% Hair Cut in NOCL

  • Bankers and other financial institutions will take around 95 per cent hair cut in Nagarjuna Oil Corporation (NOCL). Haldia Petrochemicals (HPL) has agreed to pay Rs. 600 crore to revive NOCL and Liquidator of NOCL inturn has agreed to pay Rs. 560 crore (of the Rs. 600 crore) to Secured Financial Creditors for which the company need to owe Rs. 9,864.16 crore. On the principal the lenders will recover 25 per cent.
  • Earlier the National Company Law Tribunal (NCLT), Chennai gave its nod for Haldia Petrochemicals (HPL) scheme, submitted through the Liquidator V Mahesh, for the revival of Nagarjuna Oil Corporation Limited (NOCL).

NASA Successfully Tests its most Powerful Rocket for Artemis Mission

  • The National Aeronautics and Space Administration (NASA) successfully completed Green Run testing of the core stage of the Space Launch System (SLS) rocket, the largest rocket element it has ever built.
  • The test known as hot fire is a milestone for the space agency's Artemis I mission that will send an uncrewed spacecraft on a test flight around the moon and back to Earth for future missions with astronauts.
  • SLS is the only rocket that can send Orion, astronauts, and supplies to the moon on a single mission, claims the agency.

ISRO to Set Up 'Space Technology Incubation Centre' at NIT Rourkela

  • The Indian Space Research Organisation (ISRO) will establish a 'Space Technology Incubation Centre' (S-TIC) at the National Institute of Technology in Rourkela to carry out research and product development in space technology and applications.
  • The ISRO and NIT signed a memorandum of understanding (MoU) for setting up the centre which will enable start-ups to build applications and products that could be used in future space missions.
  • Space technology-related research and the products from the S-TIC will be utilised in future space missions and will help nation building through Aatmanirbhar Bharat Abhiyan' in space technology and applications domain.

Tokyo Olympics: Sharath Kamal, Manika Batra, G Sathiyan among 4 Indians to Qualify

  • The seasoned Achanta Sharath Kamal became the first Indian paddler to qualify for the Tokyo Olympic Games after a dominant win over Pakistan's Muhammad Rameez at the Asian Olympic Qualification tournament in Doha.
  • Sutirtha Mukherjee also qualified for the Games after a win against her top-ranked Indian compatriot Manika Batra.
  • Despite her defeat against Sutirtha, Manika is also set to make the cut because of her ranking.

BJP Announces 148 Candidates for WB Assembly Polls

  • BJP announced its list of 148 candidates for the last four phases of assembly election in West Bengal, rewarding around 20 turncoats and fielding party heavyweights Mukul Roy and Rahul Sinha.
  • The party is facing protests and resignations as many of its aspiring old-timers did not find their names in the list of candidates.
  • Roy' son Subranghshu, a sitting TMC MLA, state BJP Mahila Morcha president Agnimitra Paul, film personalities Rudranil Ghosh, Srabanti Chattopadhyay and Parno Mitra were among those given tickets by the saffron party.
  • Roy, BJP national vice-president and former union minister is back in the electoral fray after a gap of two decades.

Telangana Finance Minister Harish Rao Presents State Budget

  • Telangana Finance Minister Harish Rao presented the state budget estimated for 2021-2022, amounting to Rs. 2,30,825 crore.
  • The government earmarked Rs. 5 crore to each Assembly constituency under Assembly Constituency Development Fund—set to introduce Dalit empowerment scheme.
  • In the financial year 2021-22, Finance Minister proposed a total expenditure of Rs. 2,30,825.96 crore. Of this, revenue expenditure is Rs. 1,69,383.44 crore and capital expenditure is Rs. 29,046.77 crore. Revenue surplus in the Budget is estimated at Rs.6,743.50 crore and the estimated fiscal deficit is Rs. 45,509.60 crore.

Jaishankar Holds Talks with Kuwaiti Counterpart

  • External Affairs Minister S. Jaishankar held wide-ranging talks with his Kuwaiti counterpart Sheikh Ahmed Nasser Al-Mohammed Al-Sabah to elevate bilateral relations.
  • Historically, India-Kuwaiti ties have always had an important trade dimension. India has consistently been among the top trading partners of Kuwait.
  • In the financial year 2019-20, Kuwait was the 10th largest oil supplier to India, and it met about 3.8 per cent of India's energy needs.
  • Various aspects of bilateral ties and regional issues were discussed in the talks between the two Foreign Ministers.

Indigenously Built Indian Naval Landing Craft L58 Commissioned

  • Indian Naval Landing Craft Utility (LCU) L58, the eighth and last ship of the Landing Craft Utility (LCU) Mark IV Class, was commissioned into the Indian Navy at Port Blair, Andaman & Nicobar Islands.
  • Commander-in-Chief, Andaman and Nicobar Command (CINCAN) Lieutenant General Manoj Pande was the Chief Guest and Chairman & Managing Director, Garden Reach Shipbuilders & Engineers Ltd (GRSE) Rear Admiral Vipin Kumar Saxena, IN (Retd) was present for the event.
  • The LCU 58 is an amphibious ship that can carry 160 troops, in addition to its crew. With a displacement of 900 tons, the ship is capable of carrying various types of combat vehicles such as Main Battle Tanks (MBTs), BMPs, Armoured Vehicles, trucks, etc.

Experts Committee for Startup India Seed Fund Scheme

  • The government has constituted an experts advisory committee which will be responsible for the overall execution and monitoring of the Startup India Seed Fund Scheme.
  • According to an office memorandum of the Department for Promotion of Industry and Internal Trade (DPIIT), the committee will evaluate and select incubators for allotment of funds under the scheme, monitor progress and take all necessary measures for efficient utilisation of funds towards fulfilment of objectives of the scheme.
  • DPIIT had in February notified the operational guidelines to provide financial assistance to startups for proof of concept, prototype development, product trails, market entry and commercialisation.

J&K LG Inaugurates Project "Awaam Ki Baat"

  • Union Territory of Jammu and Kashmir, Lieutenant Governor, Manoj Sinha, initiated the project "Awaam Ki Baat" – a Radio program by launching its website at Raj Bhavan, Jammu. The half-an-hour long Radio program to be aired every third Sunday of the month (to start from April), is one of the many sequential steps of a broader program aimed at disseminating the progressive steps taken by the government and providing the public with a platform to speak, write and interact with the administration, thereby voicing their suggestions, ideas and creative proposals.
  • Awaam Ki Baat is the novel initiative of the Office of the Lieutenant Governor, Jammu and Kashmir which aims at disseminating the progressive steps taken by the administration and seeks public feedback to make the process interactive, participative and people-centric. The platform appreciates the heterogeneity of our Union Territory.

New Tourism Policy

  • India plans to unveil a new tourism policy soon, Tourism Minister Prahlad Singh Patel announced in Rajya Sabha, saying the country has embarked on a journey to achieve the top ranking in the sector by 2024 despite challenges.
  • About a month ago, the Centre circulated a new proposed tourism policy among states for its finalisation. It focuses on developing medical, religious and other facets of tourism and offering new destinations other than the popular ones such as the Taj Mahal and the Qutub Minar.
