China Vows Retaliation if US Proceeds with Taiwan Arms Sale
China has vowed to retaliate if the US proceeds with the sale of advanced weaponry to Taiwan worth more than a billion dollars.
The statement from China's defence ministry gave no specifics but the development marks a further deterioration in ties between Beijing and Washington that have hit their lowest ebb in decades.
The State Department announced it had green lighted the sale of 135 precision land-attack missiles, associated equipment and training to Taiwan to improve its defence capabilities. The package is worth just over a billion dollars, it said in a statement. The missiles are made by Boeing.
Sweeping Powers for Lanka President
Sri Lanka's Parliament passed the 20th Amendment to the Constitution with two-thirds majority, consolidating the power in the hands of President Gotabaya Rajapaksa and undermining the authority of Parliament.
The second reading of the 20th Amendment was passed in Parliament, with 156 MPs voting in favour of the Bill and 65 against it in the 223-member Parliament. Only 213 members were present at the time of voting.
The interesting feature of the vote was six defections from the Opposition benches to government ranks.
With their dominant majority in the assembly, the Rajapaksa have made it clear that they would amend the Constitution to bolster the powers of the President, reversing the work of the previous government to introduce more checks and balances and enhance the role of Parliament.
Sri Lanka Opposes Delisting of LTTE as Terror Group
Sri Lanka has appealed against a judgment from Britain's Proscribed Organisations Appeal Commission, which has delisted the Liberation Tigers of Tamil Eelam (LTTE) as a proscribed terrorist organisation.
As per a foreign ministry statement, Sri Lanka had been made aware of the Open Judgment by the Commission
The decision of the commission arose from an appeal filed in May 2019 by an LTTE front organisation challenging a decision of the British Secretary of State for Home Affairs.
State-owned Oil and Natural Gas Corp (ONGC) has won 7 out of the 11 oil and gas exploration blocks offered for bidding in the latest licensing round. Oil India Ltd (OIL) won the remaining 4 blocks.
The government had offered 11 blocks for exploration and production of oil and gas in the fifth bid round under the Open Acreage Licensing Policy (OLAP).
A total of 12 bids — seven by ONGC and four by Oil India Ltd (OIL) — were received for the 11 blocks on offer at the close of bidding on June 30. Invenire Petrodyne Ltd was the only private bidder for one block.
While ONGC was the sole bidder for six blocks, OIL was the lone bidder in all the four blocks it bid for. ONGC won all six blocks where it was the sole bidder and also the one block where Invenire Petrodyne had bid.
Reserve Bank Bars Payment System Operators from Launching New QR Codes
The Reserve Bank barred Payment System Operators (PSOs) from launching any new proprietary QR code for payment transactions.
Currently, there are two interoperable QR codes—UPI QR and Bharat QR.
QR codes are two-dimensional machine-readable barcodes, which are increasingly used to facilitate mobile payments at the point-of-sale. QR codes can store a large amount of information.
The decision to continue with the two existing Quick Response (QR) codes was based on the recommendations of the committee which was set up by the Reserve Bank under the chairmanship of Deepak Phatak to review the current system of such codes in India and suggest measures for moving towards interoperable QR codes.
Govt. Revises Base year for Consumer Price Index-IW from 2001 to 2016
The Union government revised the base year for computing Consumer Price Index (Industrial Workers) CPI-IW from the present 2001 to 2016 after a gap of 15 years.
As per the norm, base year of price index numbers should be revised at frequent intervals generally not exceeding 10 years to reflect the changes that take place in the consumption pattern of consumers.
The CPI-IW is used primarily for measuring the Dearness Allowance (DA) payable to workers in the organised sector including PSUs, banks and insurance companies, besides government employees.
It also provides inputs to government in macro policy planning.
Department of Science and Technology announced that the third phase of National Supercomputing Mission will start by January 2021. The third phase of the mission is to increase computing speed to around 45 petaflops.
On October 12, 2020 the C-DAC and the National Supercomputing Mission signed agreement with the leading institutes of India. According to the agreement, manufacturing units and assembly units of super computers are to be established in the Premier Institutes of the country. This is considered as a major step towards Aatm Nirbhar Bharat Abhiyan.
The mission is being implemented by the Centre for Development of Advanced Computing C-DAC. It aims to empower the national academic Institutions and the research and development in the country to install supercomputing systems. The supercomputing grid is to be formed with more than 70 high performance computing facility. These supercomputers are to be networked under the National Knowledge network.
Under Phase 1 of the mission, the supercomputing speed of 6.6 petaflops was achieved. Under phase 2 of the mission, 8 more Institutions are to be equipped with supercomputing facilities by April 2021. Under phase 2, the mission is to attain a speed of 10 petaflops.

The International Cricket Council (ICC) Women's T20 World Cup held in February-March this year has been recognised at the 2020 Australian Event Awards, including winning the top honour Australian Event of the Year, as well as the country's Best Sporting Event.

Union of Housing and Urban Affairs Minister Shri Hardeep Singh Puri launched the e-Dharti Geo Portal. The portal will integrate map and lease plans in the Management Information System. It will make the system Geographic Information System enabled, GIS enabled.
The Land and Development Office deals with more than 50000 residential, commercial, industrial and institutional properties. Now with the launch of the portal the property certificate details and outline map of the property can be easily accessed online.
The portal is highly beneficial to the elderly public. It will help avoid unnecessary litigation. Also, the portal will help a purchaser to learn about the details of the property whether any law suit is pending in respect of the property.
Second Interim Report by Injeti Srinivas Committee
The Injeti Srinivas Committee submitted its second interim report to the chairperson of International Financial Services Centres Authority (IFSCA). It was an IFSCA Expert Committee that was constituted to study about the international retail business development in IFSC.
The committee as constituted to make recommendations on promoting international retail business in IFSC (International Financial Service Centre). It was also constituted to
1. Suggest potential strategies to make IFSC attractive for international financial services.
2. Provide a roadmap for future growth of international retail business in IFSC
3. Examine and recommend issues that are important in the development of IFSC.
PM Narendra Modi to Inaugurate First Seaplane Service from Sabarmati Riverfront to Statue of Unity
PM Narendra Modi is will inaugurate the first-ever Seaplane service in Gujarat on October 31 – the first seaplane to fly from Sabarmati riverfront to Statue of Unity.
The inaugural flight will take off from Sabarmati Riverfront in Ahmedabad to the Statue of Unity in Kevadia Colony in Narmada district.
The Gujarat government had earlier announced that the first-ever seaplane service in the state will begin from October 31 – the birth anniversary of Sardar Vallabhbhai Patel.
This will also be the first of its kind of Sea Plane service in the country. It will be managed by private airline SpiceJet which will operate a 19-seater plane, which will be able to accommodate 12 passengers.
Indian Navy operationalises the First Batch of Women Pilots
The Indian Navy operationalised the first batch of women pilots on Dornier Aircraft at Kochi. This was done by the Southern Naval Command of Indian Navy.
The three women pilots are Lieutenant Divya Sharma, Lieutenant Shivangi and Lieutenant Shubhangi Swaroop. They underwent training partly with the Indian Air Force and partly with Indian Navy prior to the DOFT course.
Dornier aircraft is a multi-purpose, fuel efficient light weight aircraft. It was designed and manufactured in Germany till 1998. India bought 245 Dornier aircrafts till 1998. Later, Dornier aircrafts were manufactured in Kanpur, India by the Hindustan Aeronautics Limited.

Mole Day originated in an article in The Science Teacher in the early 1980s. Inspired by this article, Maurice Oehler, now a retired high school chemistry teacher from Prairie du Chien, Wisconsin, founded the National Mole Day Foundation (NMDF) on May 15, 1991.
Many high schools around the United States, South Africa, Australia, and Canada celebrate Mole Day as a way to get their students interested in chemistry, with various activities often related to chemistry or moles.
The American Chemical Society sponsors National Chemistry Week, which occurs from the Sunday through Saturday during which October 23 falls. This makes Mole Day an integral part of National Chemistry Week.
Mangdechhu Hydroelectric Project Wins Top UK Engineers Body Award
The Mangdechhu Hydroelectric project in Bhutan, constructed by India has been awarded the Brunel Medal 2020 conferred by UK's top engineering body — Institute of Civil Engineers.
The award, named after Isambard Kingdom Brunel who is known as 19th century engineering giant, was announced on October 5.
The Indian and Bhutanese Prime Ministers had jointly inaugurated the 720MW Project on August 17, 2019. Indian Prime Minister Narendra Modi had called the project a crucial milestone celebrating India-Bhutan ties and this project shows how the two nations working together can bring immense positivity in the lives of people.
Top Human Rights Award to Belarus Opposition
The European Union has awarded its top human rights prize to the Belarus opposition movement and its leader, Sviatlana Tsikhanouskaya, for their challenge to President Alexander Lukashenko's long, hard-line regime.
The prize will be presented in a ceremony in Strasbourg, France, on Dec 16.
TN State Government to Implement the Smart Blackboard Scheme
The Tamil Nadu State government is to implement the smart blackboard scheme in more than 80,000 Government schools. This is to ensure better teaching environment.
The smart blackboard scheme aims to use audio visual teaching material that can be integrated along with digital classrooms. It will create materials that can be fed into computer screens using pen drives.
The Tamil Nadu State government has also decided to reduce be syllabus of 2020-21 by 40 percentages.
The state has more than 7500 teaching and 2400 non-teaching posts lying back and the government is currently taking necessary steps to fill up these posts.
