Asylum Deal between the US and Guatemala

  • President Donald Trump announced that a landmark asylum agreement was reached with Guatemala, as the United States ratcheted up pressure on its southern neighbours to stem the flow of migrants towards its border.
  • The White House said that Guatemala would now be considered a safe third country, meaning that U.S.-bound migrants who enter Guatemala would be required to seek asylum there instead. Mr. Trump said that the deal would provide safety to legitimate asylum seekers and stop asylum fraud in the region.
  • The asylum agreement with Guatemala comes days after Mr. Trump threatened tough retaliation against the small Central American country if it did not sign on to an asylum deal.
  • The agreement, signed in the Oval Office by Guatemala's Interior Minister, Enrique Degenhart, and U.S. Acting Homeland Security Secretary Kevin McAleenan, would apply to Salvadoran or Honduran migrants passing through Guatemala towards the United States.
  • Their asylum claims should now be filed in Guatemala, Mr. McAleenan said.
  • If Central American migrants instead "make a journey all the way to the U.S. border, they would be removable back to Guatemala if they want to seek asylum. The deal is expected to be up and running in August.

US Satisfied with Taliban's Guarantees

  • President Donald Trump's special envoy Zalmay Khalilzad said that he's satisfied with the Taliban's commitment to prevent international terrorist organisations from using Afghanistan as a base to plot global attacks.
  • Earlier this month Mr. Zalmay Khalilzad said the world needs to be sure that Afghanistan would not be a threat to the international community. He also said that we are satisfied with the commitment that we have received (from the Taliban) on counterterrorism.
  • As per Suhail Shaheen, spokesman for the Taliban's political office in Doha, such guarantees would be written into law once U.S. and NATO troops leave the country.

Trump can Use Pentagon Fund for Border Wall

  • The US Supreme Court cleared the way for Donald Trump to use billions in Pentagon funds to build a border wall.
  • The decision allows the Trump administration to redirect approximately $2.5bn approved by the Congress for the Pentagon to help build his promised wall along the US-Mexico border even though lawmakers refused to provide funding.
  • The Trump administration planned to use the $2.5bn on four contracts to replace existing sections of barrier in Arizona, California and New Mexico with more robust fencing.
  • The Supreme Court's five conservative justices agreed to block a ruling in lower courts that barred Trump from spending the money on the wall contracts on the basis that Congress did not specifically authorise the funds to be used that way. The court's four liberal justices wouldn't have allowed construction to start.
  • The justices' decision to lift the freeze on the money allows Trump to make progress on a major 2016 campaign promise.

Deep Ocean Mission

  • A five-year, Rs. 8,000-crore plan to explore the deepest recesses of the ocean has finally got the green signal from the government.
  • The 'Deep Ocean Mission (DOM)' to be led by the Union Earth Sciences Ministry would commence from October 31. Now, expenditure plans would be drawn and circulated [to various institutions affiliated to the Ministry] for executing programmes and we hope to launch by October 31.
  • The mission proposes to explore the deep ocean similar to the space exploration started by ISRO about 35 years ago.
  • A major thrust of the mission would be looking for metals and minerals.
  • India has been allotted a site of 75,000 sq. km. in the Central Indian Ocean Basin (CIOB) by the UN International Sea Bed Authority for exploitation of polymetallic nodules (PMN).

Faridabad Badkal Lake to be Revived

  • At the peripheries of Gurugram and Faridabad, nestled in the foothills of the Aravallis, lie Damdama, Surajkund and Badkal lakes, which served as important public spaces in the not-so-distant past. People of a certain age still recall fond memories of these lakes, which are tightly woven into the cultural identity of South Haryana and the National Capital Region.
  • The Haryana government is now making an effort to revive these water bodies which — due to the influence of urbanisation, illegal groundwater extraction and mining in the Aravallis — have been worn to a shadow of their former selves, ecologically and culturally. With the state polls scheduled for October, officials say such projects would be cleared for approval and announced in coming months.
  • On July 13, Chief Minister Manohar Lal Khattar revealed at an event pertaining to Jal Shakti Abhiyan, in Gurugram, that new lakes would be created in Kasan and Kukdaula and older ones in the region will be restored for tourism purposes.
  • The first of these projects to be implemented is the restoration of Badkal, which emerged as a popular tourist spot in the late 1960s. Now, the lake bed has been bonedry for over a decade.

Indigo Paints to Ramp up Capacity

  • Indigo Paints Pvt. Ltd., India's fifth-largest decorative paints company, is planning to ramp up capacity by investing Rs. 40-Rs. 50 crore every year for five years as demand for its range of paints is picking up across the country, according to a top company executive.
  • According Hemant Jalan, managing director, Indigo Paints Pvt. Ltd, the company has been growing at a rate of 45% year-on-year as against industry growth of 12-13%.
  • Jalan said that the company which has retail presence in the whole of India except Jammu and Kashmir and Himachal Pradesh would expand deep into major markets of Maharashtra, Gujarat, Tamil Nadu and Karnataka which it tapped three to four years back.

ICICI Bank Clocks Profit

  • ICICI Bank reported a Rs. 1,908.03-crore net profit for the April-June quarter compared with a Rs. 119.55-crore loss during the same period of the previous year as additions to bad loans fell, lowering provision requirement.
  • Net interest income (NII) increased 27% year-on-year to Rs. 7,737 crore while net interest margin rose 3.61% compared with 3.19% in the same period of the previous year. Net interest margin was 3.72% during the fourth quarter of 2018-19.

GST on Electric Vehicles, Chargers Cut to 5%

  • In a bid to encourage the adoption of electric vehicles, the Goods and Services Tax (GST) Council decided to reduce the tax rate on electric vehicles from 12% to 5% and on EV chargers from 18% to 5% from August 1.
  • The council, which met via videoconference, also exempted the hiring of electric buses by local authorities from GST.

46th National Women's Chess Championship

  • Defending champion Bhakti Kulkarni of Air India played out a draw against Pratyusha Bodda of Andhra Pradesh in the 11th and final round to emerge champion of the 46th National women's chess championship at Chettinad Public School.
  • The final round was just a formality as she was already assured of the title after having beaten K. Priyanka the other day. But Bhakti was eager to sign off with a win. Both had their chances of winning, but were content with a draw after 62 moves. With a final tally of 10 points, Bhakti not only went home having lifted the title, but also became richer by Rs. 4 lakh.
  • Vantika Agrawal of Delhi, with 8.5 points, finished second after splitting the point with Mrudul Dehankar of Maharashtra.

Ashish Clinches Gold

  • Asian Championships silver medallist Ashish Kumar bagged his first international gold, even as Indian boxers finished their campaign with a rich haul of eight medals at Thailand Open International boxing tournament in Bangkok.
  • India finished with a gold, four silver and three bronze.
  • The Indian contingent's performance was commendable considering some of the world's best boxers from 37 countries had participated in the tournament.

Panel to Frame RIIN Modalities

  • The Nagaland government constituted a commission to frame the modalities of creating the Register of Indigenous Inhabitants of Nagaland.
  • The RIIN, a register of all the indigenous inhabitants of the State, is required to prevent issuance of indigenous inhabitant certificates to ineligible persons.
  • A notification on setting up of the panel to develop the modalities was issued, after the administration held meetings with tribal bodies, civil societies and non-Naga communities of the State.
  • It was decided that the policies and modalities of preparing the RIIN would be framed and made public before the actual enumeration begins.
  • The notification said the commission would recommend the eligibility criteria to be an indigenous inhabitant, the documents to be acceptable as proof for being an indigenous inhabitant, the manner in which the exercise is to be carried out and any other issue relating to implementation of the RIIN.
  • The panel would submit its report within three months.
  • The Commission would be headed by retired Chief Secretary Banuo Z. Jamir as chairman and T. Kiheto Sema and S. Chingwang Konyak as members. Justice (Retd.) Zelre Angami will function as the advisor to the Commission. The Home Commissioner and the Commissioner Nagaland will be ex-officio members of the panel.

IAF Receives its First Batch of AH-64E Apache

  • US Aerospace company Boeing said that the first four of 22 AH-64E Apaches helicopters ordered by India were received by the Indian Air Force at the Hindon Station near New Delhi.
  • An additional four Apaches would arrive in the coming week, and the eight would then move to the Patankhot Air Force Station in Jammu and Kashmir for their formal induction by the IAF, in September.
  • The Apache is seen as the first attack helicopter in India's defence arsenal. India has been operating the Russian origin Mi 35 for years and the Apaches are set to replace the Russian-made choppers that are now on the verge of being taken out of service.

New DGMO of Army

  • Lt Gen Paramjit Singh, who has vast experience in counter-terror operations, would be the next Director General of Military Operations (DGMO) of the Indian Army.
  • Lt Gen Singh, currently serving as General Officer Commanding of the Army's Nagrota-based XVI Corps, would take over as the new DGMO on October 15, succeeding Lt Gen Anil Chauhan.
  • Lt Gen Chauhan was appointed new General Officer Commanding-in-Chief of the Eastern Command.
  • As DGMO, Lt Gen Singh would oversee various operations of the Indian Army including along the LoC in Jammu and Kashmir.
  • Lt Gen Singh has extensive experience of counter-terror operations and was involved in the planning of the 2016 surgical strikes on terror launch pads across the Line of Control in Jammu and Kashmir.
  • Lt Gen Singh was commissioned into the Army in 1982 in Madras Regiment and he was shifted to the elite Parachute Regiment (Special Forces) in January 1984.

World Hepatitis Day

  • World Hepatitis Day, observed on July 28 every year, aims to raise global awareness of hepatitis — a group of infectious diseases known as Hepatitis A, B, C, D, and E — and encourage prevention, diagnosis and treatment. Hepatitis affects hundreds of millions of people worldwide, causing acute and chronic disease and killing close to 1.34 million people every year. Hepatitis causes liver diseases and can also kill a person.
  • World Hepatitis Day is one of eight official global public health campaigns marked by the World Health Organization (WHO), along with World Health Day, World Blood Donor Day, World Immunization Week, World Tuberculosis Day, World No Tobacco Day, World Malaria Day and World AIDS Day.
  • World Hepatitis Day provides an opportunity to focus on actions such as:
  • Raising awareness of the different forms of hepatitis and how they are transmitted;
  • Strengthening prevention, screening and control of viral hepatitis and its related diseases;
  • Increasing hepatitis B vaccine coverage and integration into national immunization programmes;
  • • Coordinating a global response to hepatitis.
  • Each year focuses on a specific theme. The theme for 2019 is 'Find the Missing Millions'.

Triple Talaq Bill

  • In a setback to the government's efforts to pass the triple talaq Bill in the Rajya Sabha, the Janata Dal(U), a National Democratic Alliance partner, said that it would oppose the draft legislation in the Upper House.
  • Party spokesperson K.C. Tyagi slammed the Bill, which criminalises instant divorce by Muslim men with a jail term of up to three years, and said that it was of an imposing nature and would definitely create a lack of trust in society.
  • As per Tyagi, ours is a nation based on a delicate balance in respect of laws and governing principles for different religious and ethnic groups. We must not impose any view without obtaining substantive consultations.
  • The JD(U) does believe in reforms, but these should be brought after in-depth consultations with various religious and ethnic groups, he said.
  • The Bill may be tabled in the Rajya Sabha. The Lok Sabha had passed it on July 25 and if the Rajya Sabha passes it, it will become law, replacing an ordinance which had enacted a similar provision through an executive decree.
