Directions: Read the following passage carefully and answer the question that follows.

Juvenile crime in the state has increased by 20% over the last year. This is because of a flaw in the legislative system: judges are so unwilling to pass strict sentences that young miscreants are no longer afraid of the consequences of their acts.

Since we are directly trying to blame the judges for an increase in the juvenile crime rate, that being the conclusion ..to contradict we are stating other reasons as well making sure that the blame is totally not on the judges.
