The most important thing to get a good command on any language is that your basics should be very clear. By basics I mean, you should be familiar with the words and the basic grammar. You will require the specially designed material to improve your grammar. If you can excel in that you can speak that language very fluently. Try to speak with your family or friends in English. Read books or newspapers daily.
